I have since removed the external hard drive prior to reinitializing the entire system and that has not made a difference. Has anyone had a similar problem and replaced the Hard Drive successfully clearing the issue? Had same problem, did everything in your post plus put new hard drive in, no luck, bought a new ps4, at this point might as well wait for ps5. So the only thing I have not tried is a new internal hard disk. I think you better wait a year or so before buying a PS5. The price then will go down, and many system errors that happen to new users would be fixed after a year of the PS5 launch date.
Weirdly though, I managed to play TLOU2 without any problems before, even finished the story and got the trophies. It just kept crashing all of a sudden. Tried downloading my digital copy of RE2 to test if this error pops up in any other game. It seems the hard drive is malfunctioning.

Hi, I upgraded my hdd to a 2tb in when I bought my ps4, in mid it had an issue when I was updating the console, then early I received this error code ce for these games: heavy rain, beyond two souls and Detroit become human, and also Spider-Man ps4. At first I initialized my ps4 and I never received that error when I played Spider-Man but I did for the other 3 games above. Then, last year I received it once when I was playing the last of us part 2. And now I have already received it 5 times, once in January for a lego game, crash bandicoot and crash team racing, I think it has to do something with my digital games, but my copies of Spider-Man and tlou 2 are physical copies.
Should I attempt to initialize my ps4 again and this time swap out the HDd to the original stock hdd? If I get the exact same thing as both hdd would I consider buying a new ps4 or ps5….
